Enter legal institutions
The quiet path begins inside the existing house: parties, unions, schools, churches, newsrooms. Not a coup from the forest. A membership card, a textbook committee, a judicial clerkship. Kozak’s Czech case is the type: the apparatus walks in through the door the constitution left open.

Use parliament and courts as the weapon
Statute and holding do the work a rifle would do slower. Technical rights-claims, emergency acts, committee rules. Goal 16 is the American phrasing of the same trick: weaken the institution by a decision that sounds like liberty. The chamber stays standing. The meaning of the chamber changes.

Mobilize “the masses” as pressure
Pressure from below matches pressure from above. Street, campus, union hall, feed. Goal 19 names student riot as a tool; goal 42 names “united force” as tradition. The crowd is not the government. It is the weather that makes the government sign.

Punish opposition through law
Once the forms are held, dissent is recoded as pathology, hate, or security risk. Goals 38–39 move arrest toward the clinic. Goal 35 aims at the investigator. The file does not need a secret police if the public code will do the silencing.

That is the title. No shot. The flag can stay. The anthem can stay. The personnel, the curriculum, the bench, and the newsroom have already moved. 1948 to now is the long weather of that method — in more than one capital, under more than one name.
