ICE is not the IDF. ICE is trained in America. After 9/11, senior U.S. cops and some ICE/DHS names went to Israel on ADL/JINSA-style counterterror seminars with Israel Police and Shin Bet, sometimes walking sites the IDF and Border Police own. Israeli firms sell forensics and surveillance into DHS. ICE keeps a normal HSI desk in Tel Aviv. That is alliance plumbing. It is not a secret army inside ICE.
What is true
FLETC
ICE is a U.S. DHS agency. The pipeline is FLETC in the United States (basic academy), then ICE/HSI or ERO specialty courses. That is the institutional training path. DHS says so in public. A raid in Minneapolis was not taught in Gaza.

DHS also signed 2022 arrangements (border biometrics; ICE/HSI MoU with Israel MoD on terrorist financing).

JINSA Homeland Security / LEEP: senior U.S. law-enforcement executives to Israel; partners listed as Israel National Police, Ministry of Internal Security, Shin Bet. JINSA’s booklet: bomb-squad demos, suicide-bomber methods, Israeli presenters. Scale they state: on the order of 200+ executives over years, plus U.S. conferences — not “the IDF trained ICE.”

GILEE (Georgia) and other state exchanges are local/state police, not ICE-as-army.

Responsible Statecraft (Jan 2026): ICE/CBP developed a close post-9/11 relationship with Israeli counterparts; DHS conferences; a former senior DHS official said ICE officers often train in Israel; Anthony Aguilar says he saw ICE-type sessions at Israel’s National Urban Training Center. DHS did not comment to that outlet. Aguilar is one witness, not a contract.
TECH, NOT TROOPS
Israeli vendors sell tools into the U.S. market (e.g. Cellebrite phone extraction, widely used by U.S. law enforcement including DHS components). Procurement, not embedding.
TEL AVIV DESK
ICE office in Tel Aviv is real. It is HSI attaché / international field office work — trafficking, financial crime, smuggling liaison — same class as ICE offices in dozens of other countries. Not an IDF barracks. Not a domestic U.S. raid command.

Counter-file
U.S. police also exchange with the UK, Jordan, Mexico, Europol, Five Eyes. Israel is not unique as an ally classroom; it is unusually politicized because of the occupation and because the conveners are Jewish/pro-Israel NGOs.
Deadly Exchange is an advocacy frame (“worst practices”). StandWithUs/JINSA frame is “counterterror after 9/11, senior leaders only, tiny fraction of U.S. cops.” Both cherry-pick.
No published study proves a specific U.S. shooting or raid tactic was copied from a named IDF course attended by that agent. Similarity of militarized look is real in U.S. policing generally (GWOT + DHS money). Israel is one input among many.
If new FOIA drops a standing ICE–IDF field syllabus, update the ledger. Until then, do not print “embedded.”
