Israel — documented, not rumor. The Court banned it. The field is the charge.
Grab a civilian. Send him first. That is the old pattern. Gaza 2023– is the thick file. Existence of the practice is high. How many children is medium. Written doctrine still on the books is low — the High Court banned it. Hamas-cover claims sit on the other desk. Child death at scale is a third file. Do not swap them.
Old pattern — West Bank, Second Intifada

IDF “neighbor procedure”: grab a civilian, send him first into a wanted man’s house. West Bank, Second Intifada pattern.
HCJ 2002 / 2005
Israel’s High Court banned using civilians as shields (2002 order, 2005 ruling covering the warning procedure too). The ban is climate. Field practice after the ban is the charge.
NABLUS 2007
B’Tselem and others documented the practice continuing after the ban, including children — e.g. Nablus 2007: 11- and 15-year-olds. Israeli NGO and court record, not a rumor mill.
TAL AL-HAWA 2010
Two soldiers convicted of using a 9-year-old boy as a human shield to check suspected booby traps in Tal al-Hawa, Gaza. Reported as a rare conviction, not a census of the practice.
Gaza war 2023– · the thick file
AP MAY 25
Soldiers and former detainees: use of Palestinians to clear houses and tunnels was systematic; orders often from officers; “nearly every platoon” in some periods. One soldier described using a 16-year-old. IDF: orders forbid it; opened some MPIU probes; does not convincingly show the practice was rare.
NYT OCT 24
Practice across at least 11 squads, five cities. Detainees sent into tunnels and mined buildings with cameras. Includes a 17-year-old.
HAARETZ
Soldier slang: shawish / “mosquito protocol” — Palestinian sent in before the squad. Soldiers described it as routine. One Haaretz testimony: used “six times a day” in a unit, “normalised.”
RAFAH / TOI
Times of Israel: a Palestinian used this way in Rafah was later shot by an Israeli officer by mistake. Army: forbidden. Does not deny the incident class.
UN CAAC — verified, not the full scale
CAAC 2024
UN Secretary-General, Children and Armed Conflict, covering 2024: 27 Palestinian boys verified as used as human shields by Israeli forces (22 Gaza, 5 West Bank). Guardian 20 Jun 2025 on that cycle.
CAAC 2026
Later report (A/80/723–S/2026/357): 2 Palestinian children verified in that cycle (1 boy, 1 girl; WB + Gaza) used as human shields by Israeli armed and security forces. Verified incidents, not the full scale AP/NYT describe.

Multiple outlets, named Palestinian witnesses, unnamed Israeli soldiers, UN CAAC counts. AP: systematic; officer: nearly every platoon in some periods. That is existence, not a headcount.

How many children specifically
UN verified dozens of boys in one annual cycle (27 in 2024; 2 in the later 2026 document). NGOs allege more. No public IDF census. Child-involved: yes as a flag. No body still on this glass.

The Court banned it. IDF says orders forbid it. Field practice is the charge. Do not print “still in the manual” without the page.
Children as casualties vs children as shields
UN COI (June 2026) says Israel deliberately targeted children in Gaza (they use ~20,179 killed / ~44,143 injured in their window; ~30% of dead). Israel calls the commission biased and points to Hamas. That finding is about targeting and scale of child death. It is not the shield file. Do not swap them. File 06 / Veritas holds the casualty ledger. This plate holds the body used as a tool.
The other desk — Hamas cover
Israel’s standing reply: Hamas fights from among civilians, uses tunnels under civilian sites, and holds the population as cover. That is a real charge class under IHL (human shields / failure to distinguish), not a hallucination. It still does not legalize grabbing a detainee, dressing him, and sending him into the house first. You inspect. You escort. You do not run the neighbor procedure and call the ban a rumor. Both desks stay up. Dual stack or you built a weapon.
